trunk is broken, but 1.18.1 looks good

1.18.0 has had a couple passes and I see some more fixes queued for
testing. We might release 1.18.1 tomorrow.

trunk, 1.19.0 is still broken. Local lxc cannot deploy. no provider can upgrade
    - juju bootstrap fails with local provider
      https://bugs.launchpad.net/bugs/1306212
    - upgrade-juju doesn't for all providers
      https://bugs.launchpad.net/bugs/1306358

CI exptended timeouts from 10 minutes to 30 minutes, and now waits
when there is no state-server, but there is no improvement.

lp:juju-core r2587 is the last blessed revision from trunk. That is a
few days old.
