1.14 doesn't actually build

Surely when we tag a release, we also tag the matching revisions of all the
dependencies? gwacl was indeed changed so that GetAnonymousFileURL() returns a
string and an error. Wouldn't the solution be to checkout the tagged revisions
of the various dependencies?
