Tracking OpenStack & User Experience Bugs

If folks don't have any objections (David looking at you) I would like
to suggest we keep the papercut tag in place. I haven't gotten
overwhelming feedback on another tag and papercut does signal what we
are intending, user experience issues, and it does have some history
in launchpad. We will need to prioritize bugs accordingly, but the
'papercut' tag should signal the bug is a user experience issue.
Thus, as a reminder if folks come across a juju-core related bug please tag
it with 'openstack' and if the bug is related to a user experience
issue please tag that bug with 'papercut.' Folks can see those bug
lists respectively at:
