I've just confirmed it's broken on Openstack in general if --upload-tools is not
used. The reason is that if existing tools are used, a SetConfig() call is made
to update the agent version and this resets any current Openstack authentication
credentials held by juju. This didn't matter previously but does now. There's no
need for the credentials to be reset but SetConfig() is a sledgehammer in that
it resets everything when called, even if it doesn't have to.
I've got a 3 line (4 with "if err != nil return") fix. I'll talk to you about
getting a 1.11.3.1 release out (or whatever we decide to do).
There's another issue on HP Cloud - once I fixed the above issue, it's having an
issue finding the image id in the current simplestreams metadata. I'm looking
into that also, but that's not likely to be a software issue.
