Hi Tim

Thanks very much for this.

We use git to manage charm history/upgrades on the unit agent; that
should be a relatively simple fix to the worker/uniter/charm package,
and will resolve both the panic in cmd/ and the failures in worker/. 

The errors in environs are there just because... well... [0], for a
start, but I still haven't figured out how bad the situation is. I'll be
hitting that whole area of code hard over the next week or so, but I
can't give you immediate advice on how to get the tests passing without
just making everything worse.
