GWACL now sharing the go-bot

At the request of Julian, I added gwacl to our test bot. Hopefully the
switchover should "just happen" without much disturbance. I set it up
so the gwacl trunk is not in the standard search path for juju-core,
so they can land things and iterate on broken stuff until they are
ready for us to bring it into juju-core. So all those bits shouldn't
change.

It does mean that if there is a stall landing a juju-core branch it
will stall landing gwacl branches, but it also means that everyone who
has the ability to work with the current bot can also tweak the gwacl one.

I'm willing to give ssh access to the bot to members of the Red squad
if they would like.
