Question about simplestreams and imagemetadata

The goal is to SRU to all of 12.04, 12.10, and 13.04.

The 2 paths have the end user experience like this:
a.)  cloud-images.ubuntu.com calls things on azure with ":azure"
  - developer has to change s/12.04:server:amd64/12.04:server:amd64:azure/
  - user tries and juju fails before launching anything saying "i can't
    find an image"

b.) cloud-images.ubuntu.com calls things without ":azure"
  - developer doesn't have to change anything locally
  - user tries and launches instances and is charged money before they
    find out that it doesn't work.  There is no obvious error as to why.
  - it magically starts working for each of 12.04, 12.10, 13.04, 13.10
    exactly when images support it (because the data changes to indicate
    that).

We chose 'a' path at your prodding.  Oh well.
