juju-core 1.12.0 released

Hello,

I have cut a release of juju-core 1.12.0 which is the stable branch
from last weeks 1.11.4. You can find it here

Daviey/James: this is the first attempt at producing a version of Juju
which should replace the current 1.10 version in backports. When we
spoke in Oakland the intent was to try to do this process several
times between now and 13.10, this is the first such attempt.
