OK... code up that keeps the Ids around.  The instance can now bootstrap.

There was no existing tests around newPermSet.

I can see the instance come alive in the AWS console, but now status
doesn't report anything.

And on trying to tear down the failed environment...

$ juju destroy-environment
error: cannot delete all provider state: The request signature we
calculated does not match the signature you provided. Check your key and
signing method.


Status is my next thing to look at.
