state caching discussion

Hello, 

I have raised https://bugs.launchpad.net/juju-core/+bug/1031546 as a placeholder for the discussion of caching of state objects. I do not recall clearly the actions arising from that discussion (apart from everyone agreeing it was a good idea) so have raised this issue as a placeholder.

Please feel free to close, replace or rewrite it as appropriate.
