I have 4 branches out for review. 

https://codereview.appspot.com/6453061/ is independent of the others,
and implements persistence for uniter.RelationState.

The rest are a single pipeline, reworking cmd/jujuc/server to be more in
line with what we need:

https://codereview.appspot.com/6448074/ adds a new RelationContext type,
which exposes information about a single relation.

https://codereview.appspot.com/6445058/ renames ClientContext to
HookContext, and makes the relations available to it.

https://codereview.appspot.com/6446067/ implements relation-get, using
HookContext, and is pleasingly trivial.
