[Bug 1997882] [NEW] do-release-upgrade fails for point release

Public bug reported:

The bug report has been in for 6 months that do-release-upgrade fails due to a serious problem with usrmerge. So this is NOT a report on this.
However, for some time now we've seen LTS upgrades only being offered for the first point release, which is effectively about half a year later. While this is a reasonable time frame, for the last years we've seen serious problems at those updates to the first point release, nevertheless. So this delay seems to have passed, alas once again, without any action to improve the upgrade experience. (the same happened in earlier LTS upgrades.) If this delay isn't used at all to prevent serious upgrade trouble, I think it is time for a bug report, this one, that either this artificial delay being scrapped, or the upgrade to the first point release being worked on in a way to give the users confidence that KNOWN upgrade bugs have been hammered out before that point upgrade.
