Please try the suggestion to purge PPA packages. The PPA sources are
disabled on upgrade, but packages that are already installed from PPAs
often cause apt solver issues like this.

Bug description:
  Some dependencies arround ubuntu-desktop and gdm3 prevents me from do-
  release-upgrade. There are suggestions about purging PPAs, but this
  previously wasn't an issue as PPA were automatically disabled.
