[Bug 1902174] [NEW] Could not determine the upgrade, Ubuntu 18.04 to 20.04

I've read previous similar bug issue, and apply the corresponding
solution such as removing third party PPA. Yet, the problem persist. It
cannot ugprade to 20.04
