  grub2 layout no longer suitable for shared boot/multi-distro

Status in grub2 package in Ubuntu:
  Incomplete

Bug description:
  Binary package hint: grub-pc

  legacy grub stored all configuration file (menu.lst) in /boot, this
  made using a shared boot partition easy for multiple distributions to
  use as the configuration for the boot loader was in a central shared
  place that multiple OS's could access and update.

  Storing grub2 configuration information in /etc on a single host non-
  shared file system now breaks this compatibility. Other OS's can't
  access the grub configuration files to update the bootloader
  configuration.

  The solution from a high level would be to put the grub2 configuration
  files back in a shared location such as /boot/grub
