  Panel sound control is inactive

Status in apport package in Ubuntu:
  Incomplete

Bug description:
  This is a pretty fresh install of Xubuntu 13.10.  The place where
  sound control used to be in the panel in previous versions now shows a
  greyed-out speaker and row of dots.  It is completely inactive,
  unresponive, useless.

  AFAIK, there is no way for me now to control sound volume internally
  -- fortunately, my speaker system has its own knob.  But it's
  incoveninent, and an embarrassment to Ubuntu, that I have to use it.
