The pbuilder failures looks weird but do not seem to be caused by the
changes in this upload. It's of course hard to prove as the pbuilder
tests seem to fail with the old debootstrap because of the inability to
recognize groovy. I would lean towards badtesting this architecture.

Bug description:
[Impact]
Without this update users cannot generate groovy chroots for
development.
[Test Case]
Attempt to debootstrap groovy.
[Regression Potential]
Very low, this simply introduces a suite specific script which is not
used unless you attempt to create and Ubuntu Groovy chroot.
