Using a multipass xenial instance I was able to successfully run
`debootstrap groovy test` with debootstrap version
1.0.78+nmu1ubuntu1.11.

Without this update users cannot generate groovy chroots for
development.
[Test Case]
Attempt to debootstrap groovy.
[Regression Potential]
Very low, this simply introduces a suite specific script which is not
used unless you attempt to create and Ubuntu Groovy chroot.
