Bug description:
  All Xenial libconfig arm64 packages (1.5-0.2) are randomly missing
  (load balancing server missing files?) from http://ports.ubuntu.com
  /ubuntu-ports/pool/universe/libc/libconfig/:

  ports/pool/universe/libc/libconfig/libconfig9_1.5-0.2_arm64.deb  403

  We started noticing this with our CI server (Ubuntu 16.04.6 LTS, arm64) around April 12th.
