All Xenial libconfig arm64 packages (1.5-0.2) are randomly missing (load
balancing server missing files?) from http://ports.ubuntu.com/ubuntu-
ports/pool/universe/libc/libconfig/:

We started noticing this with our CI server (Ubuntu 16.04.6 LTS, arm64) around April 12th.
