Upgraded two more instances (a quite old 32-bit Lenovo Thinkpad and one
64-bit desktop) from Lubuntu 16.04 to 18.04 - both without any PPA's
installed. Didn't experience any problem at all. My own setup is a
little customized to my needs. Most of the previously installed PPA's
have been moved to isolated containers (e.g. snap) - others are still
required and I cannot move them (yet). However I think it is save to
close the issue and focus on more important stuff to further improve the
distro. :)

Bug description:
  Originally I was upgrading from 16.04 and switched to 17.10 as an
  "interediate step". Both presumingly fail for the same reason. However
  I only have the log from 17.10 available and post this here.
