That's debconf complaining, and install.py is responsible for some sanity-checking of the install (keeping the right packages, copying files from the squashfs to make the final filesystem, etc.).
Was the install bootable afterwards?

Bug description:
I was installing Cosmic today from the official download and the
installer crashed.
I installed it dozens of times last week and there were no crashes.
Using Virtualbox, with 1.7GB RAM.
