[Bug 1803813] [NEW] Please install mozc-utils-gui from language-selector

mozc-utils-gui is removed from live image and will be dropped to
universe.

To install mozc-utils-gui on installed environment,
could you set "im:ja:ibus:mozc-utils-gui" and "im:ja:fcitx:mozc-utils-gui"?

Can we add package on universe to pkg_depends?
