Title:
  Spectre related Compiler updates

Status in Ubuntu on IBM z Systems:
  Triaged
Status in gcc-defaults package in Ubuntu:
  New

Bug description:
This is a backport of the parts relevant for the Linux kernel build.
It does not include inline thunks and function attributes.

The patch has been tested with the 5.4.0-6ubuntu1~16.04.9 GCC package
from Ubuntu 16.04.04. There are no testsuite regressions.

The related upstream revision is: r257489 (Spectre #2 mitigation)

The bugfix r257522 is NOT relevant for the GCC 5 backport since it was
a problem related to the function attributes.
