[Bug 1763554] [NEW] grub install failed along with ubuntu installation crashing, left unbootable

Public bug reported:

During bionic beaver installation i received a notice that grub2 had
failed to install and that the os would be unable to boot, i closed the
message and then got another message saying the installation crashed. if
i reboot the computer it loads grub rescue command line.
