Bug description:
  My sad story started with failed attempt to upgrade 17.4 to 17.10. Got
  in a loop about failure to install cracklib-runtime, as if it was
  something I need. Power failed, since then I've been through grub hell
  trying to get my system back. Now, magically, it's back; and I'm
  dutifully checking and updating everything I know how to do. Wish me
  luck and feel free to offer clues...
