The two questions are valid - one is asking for absolute size maximum,
the other is asking for relative (percentage) maximum.

I will check why the otherone is not showing up properly.

  Z system installation of 17.04 has duplicate swap file size dialogues

Status in partman-swapfile package in Ubuntu:
  Confirmed

Bug description:
  When installing a Z System with 17.04 (Zesty) two dialogues related to
  swap file size are presented. The second seems redundant and although
  it asks for a maximum percentage of free space to be entered, there is
  no input field. Please see the attached screen shots.
