Using the reporters bug title as a guide, reassigning this against
libpython3.5 (or whatever Launchpad chooses as a better alternative) as
leaving this filed against Ubuntu is not likely to attract those that
can help.

Bug description:
  I net-installed, using a unetbootin usb stick, Ubuntu 16.04.  Then, I
  tried to upgrade the cryptography library that is packaged with the
  python3.5 that comes pre-installed:  "pip install --upgrade
  cryptography".
