  Upgrade from Wily to Xenial failed : "Could not install gconf2"

Status in update-manager package in Ubuntu:
  Confirmed

Bug description:
  Used the GUI to upgrade from Wily to Xenial.

  Upgrade process stops with a dialog saying

  ---

  Could not install 'gconf2'

  The upgrade will continue but the 'gconf2' package may not be in a
  working state. Please consider submitting a bug report about it.

  dependency problems - leaving triggers unprocessed

  ---

  Closing this results it in opening again in an infinite loop.

  Looks like it may be a regression of any of #961582, #1162124,
  #1165172

  Have enclosed contents of /var/log/dist-upgrade, will then kill
  process and try manually fixing with

  sudo apt-get -f install

  sudo apt-get dist-upgrade
