Tried
apt-get -f install
Insisted I first ran
dpkg --configure -a
Ends with
dpkg: ../../src/packages.c:245: process_queue: Assertion `dependtry <=
4' failed.
Trying again returns (enclosed error log - dpkg-fail.txt).
Will now attempt reboot and recovery prompt.

Closing this results it in opening again in an infinite loop.
Looks like it may be a regression of any of #961582, #1162124, #1165172
Have enclosed contents of /var/log/dist-upgrade, will then kill process
and try manually fixing with
sudo apt-get -f install
sudo apt-get dist-upgrade
