Title:
Misleading phrase on completing partial upgrade: "There are no
upgrades available for your system. The upgrade will now be canceled."

Status in update-manager package in Ubuntu:
  Invalid

Bug description:
  Binary package hint: update-manager

In some situations during pre-release testing Update Manager offers a
"partial upgrade" (it's never really explained how this is different
to any other updating of packages during alpha and beta testing).

On completion of the update/partial upgrade, the dialog says: "There
are no upgrades available for your system. The upgrade will now be
  canceled."

I think this is a misleading message. Since the user has already
agreed to a partial upgrade, it would be better to say that the update
  is complete.
