  Update Manager continually offers Partial Upgrade in Lucid Lynx Alpha3

Status in update-manager package in Ubuntu:
  Invalid

Bug description:
  Binary package hint: update-manager

  The first time around it installed something like "cpu-checker" and
  then after a reboot it went through a cycle of offering a Partial
  Upgrade and then saying there was nothing to upgrade.

  I then resolved at command line by a dist-upgrade...
