Generating the keys doesn't do any good unless they are going to use
them, which requires conscious action on their part, as well as keeping
their keys secure.  At any rate, this kind of suggestion should be
discussed on say, the ubuntu-devel-discuss mailing list rather than a
bug in the installer.

  Given the current privacy crisis, GPG needs to be built right into the
  OS upon install as a default option effective ASAP.  User needs to be
  able to opt *out* of privacy, not opt *in* later with great amounts of
  skill sets.
