sorry, let me be more specific than that.  When I install ubuntu I get
all these classy screens like 'do you want to encrypt your hard drive?"
or 'what keyboard do you use" and 'Where are you located?"  What I'm
suggesting we need here is a screen like that where it says "GPG
certificates help maintain privacy of information.  You will need such
keys for secure emails and other upcoming technologies.  We will
generate these keys now for you so that you can get started in your new
safe Ubuntu environment."  Something like that.  Then the person has to
say 'No, I don't want to bother with enhanced security' and opt-out.
Then when installation is complete, their keys are in a special place
(gnp folder?) ready to go for things like Enigmail and other such
usages. I hope that description helps more.
