[Bug 1334659] [NEW] Almost everything is wrong with the "partial upgrade" prompt

Unfortunately I didn't grab a screenshot, but I got a prompt from Update
Manager saying essentially:

"Not all updates could be [downloaded/installed/don't-remember]. Run a partial upgrade to install as many updates as possible.
This could be due to: "(and a list of possible reasons)

There are a few things which are wrong in this prompt and its behavior:

1 - it lacked a "details" dropdown to see exactly what updates had errors (and which kind of errors)
2 - it lacked a "Retry" option
3 - There were three buttons: "Settings" on one side, and "Partial upgrade" and "Continue" on the other side
  => it's not clear at all what's the difference between Partial Upgrade and Continue. I think I understand what Partial Upgrade does, but then what does "Continue" do that is not the same thing?

4 - I clicked on the Settings button. This opened the settings window (ok) and I closed it. When I closed it, the prompt disappeared and got replaced by a new window with the usual list of available updates and the prompt to select which of them to install.
So, what happened when I closed the Settings window without touching any setting? Did it proceed with the "Partial Upgrade" option or with the "Continue" option (whatever the difference is)? Both of them would be wrong. It should have still waited for my decision.
