Ubiquity does't start, hangs in "/usr/lib/ubiquity/bin/ubiquity", line 426, in acquire_lock, test_debconf.stdout.readline()

Ubiquity window never appears
Status in “ubiquity” package in Ubuntu:
New
Bug description:
Using latest amd64 live CD if I choose try ubuntu and then launch
ubiquity I get no install window. I can see ubiquity in the process
list but it never actually appears.
I ran it under strace and got this if it's helpful:-
