So package "initscripts" was not configured yet. When props & ifupdown
debootstrap configuration happens:

At the end it does all work out fine though:

I am guessing we have circular dependencies somewhere, which are broken
and eventually fixed. This is also related to "init" metapackage, and
it's desire for immediate configuration of upstart. This was not present
in trusty.

  I'm installing Utopic to bare-metal via cobbler. In the
  /var/log/syslog I see:

  "errors were encountered while processing: ifupdown procps"
