No, as desktop image does not have ubuntu core file system. Also,
without performing full desktop installation it doesn't have ability
to install boot-loader / kernel stand alone, as those .debs are also
not present on the desktop image.

No, desktop image is not a super-set of mini.iso/desktop.iso. Most
importantly it lacks all of the d-i / udebs (unmodified), no ability
to boot into cmd-line installer, and no logic to rip out / uninstall
most of the desktop to create a minimal installation.
It would not be nice, it would be a pointless 700MB to download. Use
server.iso or mini.iso if you want customizable / minimal installs.

Bug description:
In the installer you can press F6 to get an option to install "free
software only".
I would like there to be an option "Ubuntu Core only" that installs only the Ubuntu Core packages.
Basically kernel, sh, and apt.
