9.10 reached end of life several years ago, are you able to reproduce
this on 12.04+?

  Installing Karmic from the beta CD, the progress bar that pops up
  between the first and second page (after clicking Forward) jumps
  repeatedly from 0 to 3% and back again.

  The title of the progress bar window is "Setting up the Clock"
