Quite a few have (rightfully) argued that having if statement like
"init_is_upstart" for every single non-sysvinit init systems in all
existing init scripts isn't very practical and instead have argued that
having lsb's init-functions do that instead would be more reasonable.

I've been told not to add any more init_is_upstart to existing sysvinit
jobs for the time being so I don't intend to grow our already rather
large delta with Debian with that for the time being. I do hope someone
figures out the right way of doing that once and for all in init-
functions though, hopefully this will happen in time for 14.04...

  /etc/init/isc-dhcp-server.conf and /etc/init.d/isc-dhcp-server have a
  lot of differences, including different PID locations and conf file
  detection.   if /etc/init.d/isc-dhcp-server is deprecated, it should
  be modified to reflect this.
