so why do sysv scripts still do something predictable for other
packages, like samba? it's quite confusing to old schoolers that use
multiple distros to have a script run and fail in bizarre ways. copying
smbd's "if upstart, bail" check would be acceptable.

/etc/init/isc-dhcp-server.conf and /etc/init.d/isc-dhcp-server have a
lot of differences, including different PID locations and conf file
detection. if /etc/init.d/isc-dhcp-server is deprecated, it should
be modified to reflect this.
