* Force formatting as btrfs filesystem, to bypass mkfs.btrfs

Bug description:
mkfs.btrfs does extra checks to see if location it's formatting
appears to contain any other filesystems.
Instead it unhelpfully prints a message to stderr:
/dev/sda6 appears to contain an existing filesystem (crypto_LUKS).
Error: Use the -f option to force overwrite.
And exits non-zero, which results in partman-btrfs to throw a generic
error of "failed to create partition". Well, if I've asked a partition
to be formatted with a given filesystem in the installer, I do want to
do that...
