[Bug 1356082] [NEW] Disk encryption password is asked before keymap setup

Public bug reported:

During the Xubuntu installation, the disk partitioning is done first,
before the keymap setup.

The disk encryption password is therefore always entered using the
QWERTY keymap.

As the password is not echoed on screen, you have no way to know you
have not entered the password you meant to use.

This problem has been reproduced with both Xubuntu 14.04 and 14.04.1 ISO
images.
