Bug description:
This bug was first described in bug #1269405 , bug #1269483 , bug #1269500 , and bug #1269669.
It affects users trying to install/upgrade libc6 using dpkg, and in my case occurred during an upgrade from 13.10 to 14.04.
bug #1271440 describes a similar problem, where the package is not
libc6, but libselinux.
A workaround for the issue is described in bug #1269731. A fake
telinit binary linking to /bin/true can be temporarily added to the
beginning of $PATH, so that it's run instead of the real telinit in
that console session.
This is an umbrella ticket filed just to get the bug reopened. Please
