No, what I am saying is that this bug is not a duplicate of bug #1269731
and should not have been marked as one.
Bug #1269731 was only present in a version of upstart introduced in
trusty after the 13.10 release. Your bug, since it involves an upgrade
from Ubuntu 13.10 to 14.04, is not that bug.

still there.
In bug https://bugs.launchpad.net/ubuntu/+source/upstart/+bug/1269731
it says it was fixed in upstart 1.11-0ubuntu2, but as of upstart
1.12.1-0ubuntu1, it's still there.
To install libc6, one has to add a fake telinit binary to the path, as
described in one of the tickets.
This is an umbrella ticket filed just to get the bug reopened. Please
