[Bug 1222278] [NEW] All attempts at installing linux-virtual fail

Public bug reported:

Boot 13.04 server iso, hit F4 to select minimal virtual machine, double
check minimal virtual machine selected, install as normal.

It keeps installing Linux-image-generic.

All attempts at installing linux-virtual afterward fail. It installs and
looks OK, but reboot, and you are on generic. Look in /boot, and you
will only find generic kernels. It does not install unpack and install a
linux-virtual kernel, no matter what you do.

I have spent plenty of time on this and explanations on the web vary
wildly, including some now believing that generic somehow is correct for
a virtual server image.
