This is going to have to happen in the 14.04 cycle, this probably
touches a lot more than just choose-mirror and ubiquity. There are a
few bits here and there that have a concept of "official mirrors" versus
unofficial ones they won't touch/mangle, like software-properties and
ubuntu-release-upgrader. We'll have to take some care to find all the
right bits before we flip this switch. Should be doable for the LTS,
though.

Implement CC.ports.ubuntu.com country code selection

Bug description:
*.ports.ubuntu.com is now live in DNS, and (hopefully by the time you
read this), us.ports.ubuntu.com will be live on a US mirror. To take
advantage of this, we should implement country code
detection/selection for arches which use ports.ubuntu.com, similar to
how CC.archive.ubuntu.com is handled.
