[Bug 1239203] [NEW] Implement CC.ports.ubuntu.com country code selection

Public bug reported:

*.ports.ubuntu.com is now live in DNS, and (hopefully by the time you
read this), us.ports.ubuntu.com will be live on a US mirror.  To take
advantage of this, we should implement country code detection/selection
for arches which use ports.ubuntu.com, similar to how
CC.archive.ubuntu.com is handled.
