This seems to be because ProblemType was "RecoverableProblem" which is
not currently handled by the upstart apport hook.

Bug description:
I just had a user session init crash, after which I got an apport
popup and it presented me a dialog asking me to choose between
"System" and "Desktop Session". There should be no reason to present
the user this question for a crash, all the information is already
available in the crash file.
