[Bug 1238058] [NEW] upstart apport hook asks me in a crash report whether this is for the system init or a desktop session, when it should already know

Public bug reported:

I just had a user session init crash, after which I got an apport popup
and it presented me a dialog asking me to choose between "System" and
"Desktop Session". There should be no reason to present the user this
question for a crash, all the information is already available in the
crash file.

** Affects: upstart (Ubuntu)
     Importance: Undecided
         Status: New
